Hongkong, 14 February, 1881.
I have the honour to forward a letter from Mr. Seth, Portuguese Clerk in this Department, applying for promotion to the post now rendered vacant by the death of Mr. J. D'Almada e Castro.
The Magistrates beg to state that they have found Mr. Seth most useful in the Office and they fully concur in the encomiums passed on him by Mr. May and the late H. Houtle.
The Magistrates understand that Mr. Seth is one of the oldest clerks in the service eligible...
